Capital Programs
The Capital Programs Section performs strategic infrastructure planning, conducts special studies and provides general planning functions to support the Public Works and Utilities Departments. Staff seeks, develops and administers grants, loans and other revenue sources for the City's capital projects.
Environmental Programs
Environmental Programs assists departments within the Public Works and Utilities Division and other City departments in understanding and complying with environmental issues and regulations involving air quality, water quality, solid waste and hazardous waste. The program also provides technical and regulatory guidance leading to compliance with all Federal, State, and local environmental statutes and regulations, and provides environmental data gathering services, maintenance, and reporting with emphasis on quality control and assurance. In its role of liaison between the City, environmental interests, economic development interests, and County, State, and Federal entities, it promotes communication, understanding, and cooperation.
Real Estate
The City of Spokane Real Estate Program secures right-of-way for public works projects, maintains a catalog of City-owned property, and facilitates the sale of properties deemed surplus by the City of Spokane.
Annexations
The City of Spokane actively pursues annexation of areas adjacent to the City limits that are designated as urban growth areas. Currently the City uses the direct petition method of annexation, requiring that property owners representing a minimum of 10% of the assesed value of the annexation area sign a petition initiating the annexation.
