Public Works & Utilities Departments
Engineering Services
Engineering Services Department serves its "clients," the other departments within the Public Works and Utilities Department, and is responsible for design and construction management of all capital improvements related to sewer, water, stormwater, and street projects located in the public right-of-way.
The department works with the City utility departments, private developers and other agencies and stakeholders to develop and implement ordinances for storm water standards, paving standards, and other construction and development components.
Engineering Services administers design, construction and permit activities in the public right-of-way, including issuance of street obstruction permits, issuance of sewer/water permits, initiation and implementation of Local Improvement Districts (LIDs), drafting and engineering records, engineering design services, inspection of construction in progress and surveying and testing of construction materials related to both private and public capital projects.
Street Department
The Street Department is responsible for providing day-to-day safe and efficient movement of persons and goods throughout the City and for maintaining and preserving the City’s public streets, bridges, and traffic control devices.
Solid Waste Management
The Department of Solid Waste Management is responsible for the collection of solid waste, yard waste and recyclables generated within the City of Spokane and the operation of disposal facilities that serve Spokane County. The system's operation includes source separation, automated collection, and computerized routing, recycling collection, and curbside yard waste collection.
Wastewater Management
The City of Spokane Wastewater Management Department provides customer services relating to wastewater collection systems, wastewater treatment, stormwater management, and combined sewer overflow reduction. All of these services are designed and managed to protect our local water resources; both our rivers and groundwater, which are intimately connected.
Water and Hydroelectric Services
The Water Department operates the City's water utility, performing the repair and preventive maintenance for water mains, fire hydrants, water meters, pumps, reservoirs, water tanks and valves. The department operates and maintains the Upriver Dam and two powerhouses for hydroelectric generation.The department monitors the water system 24 hours a day, provides radio communications for field personnel, information on water line locations to the general public and 24 hour emergency response.
Fleet Services
Fleet Services provides maintenance services for all City-owned vehicles with the exception of the Fire Department equipment; provides supplies such as oil and fuel, maintains a preventive maintenance program for motorized equipment, and makes both major and minor repairs as required.
The department furnishes technical information and prepares specifications for vehicles and equipment purchased by the City.The department maintains a replacement fund to finance the replacement of equipment for the various departments.
Utility Billing
Utility Billing maintains 70,000 Enterprise Funds accounts, proofs 40,000 meter reads per month, sets up and properly starts 1,200 new accounts per year, both the Water Department and Solid Waste rely on the billing system for their daily operations.
The department produces 900,000 bills per year, collecting money due and properly accounting for tax and business purposes.
2005 Revenue topped $120,000,000, approximately $17,000,000 of which went to the General Fund as a tax against the utilities.
